Sex Offender Arrested for Kidnapping and Sexual Assault

The Kenova Police Department arrested 58-year-old William Michael Smith for first-degree kidnapping and first-degree sexual assault. The arrest is the aftereffect of an investigation concerning an incident that happened on Beech Street in Kenova on June 5, 2018.

The victim is a 19-year-old female who also lives in Kenova. The victim said she was approached by Smith in the 800 block of Beech Street as she was on her way home. Smith at that point put a knife to the victim’s throat and took her to an isolated area where the sexual assault took place. The victim was able to finally escape from Smith and run for help.

The victim was able to provide police with a description of the suspect as well as his clothing. As police searched the area, they found Smith who instantly ran from officers. The foot chase ended when Smith was unable to climb over a tall fence. He was arrested in an alley near 12th Street.

The victim was conveyed to Cabell Huntington Hospital for treatment of her wounds. Smith was detained at the Kenova City Jail until being arraigned in Wayne County Magistrate Court. Smith’s bond is currently set at $75,000, cash only. He is being held at the Western Regional Jail in Barboursville.

William Michael Smith is a registered sex offender, who has been convicted in Cabell County in 1983 for aiding and abetting first-degree sexual abuse. He served approximately two years and six months in a correctional facility for that crime.
