D.C. Man Arrested in Rosslyn Sexual Assault Case

Richard Allen Lowe, 25, from Washington D.C has been arrested on charges of sexual assault on a woman in Rosslyn in May last year.

Lowe who pretended to be a maintenance worker knocked on the doors at an apartment building on the 1500 block of Key Boulevard. When a female opened the door, Lowe attacked her and assaulted her sexually before running away, according to reports from the police.

Lowe is been charged with abduction with intent to defile and malicious wounding and is being held at the Arlington County Detention Facility on no bond.

After the incident, a video of the Lowe entering another residential building on the 1900 block of Wilson Boulevard was released by the Arlington County Police Department. Immediately, the building’s doorkeeper saw the man sneak in and refused him further access.

An intensive investigation was carried out by Arlington County Police detectives including the review of crime scene evidence, witness interviews, and laboratory results. As a result of the review, an additional information that led detectives to identify Richard Allen Lowe as a possible suspect. Lowe was linked to the crime through forensic evidence and thorough investigative efforts. On February 22, 2018, Lowe was arrested in Washington D.C with the assistance of the Metropolitan Police Department and afterward transferred to the Commonwealth of Virginia.
